Introduction Youthrise for Development (YFD) is an independent, non-profit, non-governmental organization committed to promoting sustainable development, youth empowerment, education, environmental conservation, gender equality, humanitarian assistance, and community resilience. YFD recognizes that development interventions must contribute positively to communities while protecting the environment, respecting human rights, and preventing unintended negative impacts. As an organization working with communities, local institutions, government authorities, donors, and development partners, YFD is committed to ensuring that all projects and programmes are designed and implemented in an environmentally responsible, socially inclusive, and sustainable manner. This Environmental and Social Safeguards Policy establishes the principles, standards, and procedures that guide YFD in identifying, preventing, reducing, and managing environmental and social risks associated with its activities. Purpose of the Policy The purpose of this policy is to:

  • Promote environmentally responsible and socially sustainable development practices.

  • Ensure YFD projects do not cause avoidable harm to people or the environment.

  • Identify and manage environmental and social risks throughout the project cycle.

  • Promote participation, inclusion, accountability, and respect for human rights.

  • Protect vulnerable groups and communities affected by YFD interventions.

  • Strengthen compliance with national laws of Cameroon and international development standards.

  • Support responsible partnerships with donors, governments, communities, and other stakeholders.

  • Scope of Application

  • This policy applies to all YFD programmes, projects, and operations, including:

  • Community development projects;

  • Education programmes;

  • Youth empowerment initiatives;

  • Environmental conservation activities;

  • Climate resilience interventions;

  • Water and sanitation projects;

  • Livelihood support programmes;

  • Humanitarian assistance;

  • Research and advocacy activities;

  • Infrastructure-related activities;

  • Partnerships and donor-funded projects.

  • The policy applies to:

  • Guiding Principles YFD’s environmental and social safeguards are based on the following principles:

  • Do No Harm YFD commits to ensuring that its activities do not create unnecessary risks or negative impacts on communities or the environment. Sustainable Development YFD promotes development approaches that meet present needs while protecting resources and opportunities for future generations.

4.3 Community Participation

Communities affected by YFD programmes have the right to participate in decisions that affect their lives. YFD promotes:

  • Consultation;
  • Inclusion;
  • Transparency;
  • Community ownership.

4.4 Human Rights and Dignity

All YFD activities shall respect human rights, equality, and the dignity of every individual.

4.5 Inclusion and Equity

YFD ensures that programmes consider the needs of:

  • Women and girls;

  • Children and youth;

  • Persons with disabilities;

  • Vulnerable households;

  • Marginalized communities.

  • Environmental Protection Commitment YFD recognizes the importance of protecting natural resources and promoting environmental sustainability. YFD will encourage:

  • Environmental conservation;

  • Climate change awareness;

  • Sustainable resource management;

  • Waste reduction;

  • Pollution prevention;

  • Protection of biodiversity;

  • Community environmental education. Where appropriate, projects will consider environmental impacts before implementation. Climate Change and Resilience YFD recognizes climate change as a major challenge affecting communities and development progress. YFD promotes:

  • Climate adaptation;

  • Environmental education;

  • Sustainable agriculture;

  • Disaster preparedness;

  • Community resilience;

  • Nature-based solutions. Projects will consider climate risks and encourage environmentally sustainable approaches.

Environmental Risk Assessment Before implementing significant activities, YFD may assess potential environmental risks, including:

  • Land use impacts;

  • Waste generation;

  • Water resource impacts;

  • Pollution risks;

  • Biodiversity concerns;

  • Community health and safety risks.

  • Where risks are identified, appropriate mitigation measures shall be developed.

  • Social Risk Management YFD recognizes that development projects may create social risks if not properly managed. YFD will consider:

  • Community expectations;

  • Social inclusion;

  • Cultural sensitivity;

  • Protection of vulnerable groups;

  • YFD prohibits exploitation, abuse, discrimination, and harmful practices.

  • YFD recognizes communities as important partners in development.

  • Before and during project implementation, YFD promotes:

  • Land, Property, and Resource Use Where YFD activities involve land, infrastructure, or natural resources, the organization will:

  • Respect lawful ownership rights;

  • Avoid unnecessary displacement;

  • Consult affected communities;

  • Seek appropriate permissions;

  • Promote fair and transparent processes.

  • YFD will avoid activities that negatively affect community rights.

  • Health and Safety

  • YFD is committed to protecting the health and safety of:

  • Projects will consider:

  • YFD expects implementing partners and contractors to:

  • Report significant concerns. Partnership agreements may include environmental and social safeguard requirements. Complaints and Feedback Mechanism YFD encourages communities and stakeholders to raise concerns related to environmental or social impacts. Complaints may relate to:

  • Harmful project impacts;

  • Community concerns;

  • Misconduct.

  • YFD will handle complaints fairly, confidentially, and transparently.
