Anti-Fraud and Anti-Corruption Policy

1. Introduction

Youthrise for Development (YFD) is an independent, non-profit, non-governmental organization committed to promoting sustainable development, youth empowerment, education, environmental conservation, gender equality, humanitarian assistance, and community resilience. YFD recognizes that trust, transparency, and accountability are fundamental to achieving sustainable development outcomes and maintaining the confidence of communities, beneficiaries, employees, volunteers, partners, governments, and donors. As an organization entrusted with financial resources, project funds, and community responsibilities, YFD maintains a zero-tolerance approach toward fraud, corruption, bribery, abuse of power, financial misconduct, and any form of unethical behaviour. This Anti-Fraud and Anti-Corruption Policy establishes YFD's commitment to preventing, detecting, reporting, investigating, and responding to fraud and corruption.

2. Purpose of the Policy

The purpose of this policy is to:

  • Establish clear standards for preventing fraud and corruption.
  • Protect YFD resources, assets, reputation, and stakeholders.
  • Promote ethical conduct and responsible financial management.
  • Ensure accountability in the use of donor, partner, and organizational funds.
  • Provide procedures for reporting and responding to suspected misconduct.
  • Strengthen confidence among donors, communities, and partners. Ensure compliance with applicable laws of the Republic of Cameroon and international donor requirements.

3. Scope of Application

This policy applies to all individuals and entities associated with YFD, including:

  • Board members;
  • Executive leadership;
  • Employees;
  • Volunteers;
  • Interns;
  • Consultants;
  • Contractors;
  • Suppliers;
  • Implementing partners;
  • Community representatives;
  • Any person acting on behalf of YFD. All persons covered by this policy are expected to understand and comply with its requirements.

4. YFD Zero Tolerance Statement

Youthrise for Development has zero tolerance for fraud and corruption. No employee, volunteer, partner, consultant, or representative shall engage in, tolerate, conceal, or support fraudulent or corrupt practices. Any individual found responsible for fraud or corruption may face disciplinary action, termination of engagement, recovery of funds, and referral to relevant authorities where required.

5. Definitions

5.1 Fraud

Fraud refers to intentional deception, misrepresentation, or concealment of information for personal, financial, or other benefit. Examples include:

  • Falsifying financial records.
  • Submitting false invoices.
  • Creating fake beneficiaries.
  • Misrepresenting project activities.
  • Misusing organizational resources.
  • Manipulating procurement processes.

5.2 Corruption

Corruption refers to the abuse of entrusted power for personal gain or unfair advantage. Examples include:

  • Bribery;
  • Extortion;
  • Nepotism;
  • Favouritism;
  • Abuse of authority;
  • Unethical influence over decisions.

5.3 Bribery

Bribery involves offering, giving, requesting, or accepting anything of value to improperly influence a decision or action.

5.4 Conflict of Interest

A conflict of interest occurs when personal interests interfere, or appear to interfere, with professional responsibilities and organizational decisions.

6. Prohibited Practices

YFD prohibits the following activities:

6.1 Theft and Misappropriation

No person shall:

  • Steal organizational funds or property.
  • Use project resources for personal benefit.
  • Divert donor funds from approved purposes.

6.2 Bribery and Improper Payments

YFD representatives must not:

  • Offer or accept bribes.
  • Make unofficial payments to obtain services.
  • Provide gifts or benefits intended to influence decisions.

6.3 Fraudulent Documentation

It is prohibited to:

  • Submit false financial claims.
  • Alter documents dishonestly.
  • Create false reports.
  • Manipulate monitoring or evaluation results.

6.4 Procurement Fraud

Procurement processes must be conducted fairly and transparently. Prohibited practices include:

  • Bid manipulation;
  • Secret agreements with suppliers;
  • Undisclosed personal relationships with vendors;
  • Receiving personal benefits from suppliers.

6.5 Nepotism and Favouritism

YFD decisions regarding employment, procurement, partnerships, and beneficiary selection must be based on fairness, competence, need, and transparent criteria.

7. Principles of Financial Integrity

YFD commits to:

  • Transparent financial management.
  • Accurate financial reporting.
  • Proper documentation of transactions.
  • Separation of financial responsibilities.
  • Regular monitoring and audits.
  • Responsible donor fund management.
  • Compliance with approved budgets.

8. Prevention Measures

YFD implements preventive measures including:

8.2 Procurement Controls

YFD promotes:

  • Fair competition.
  • Transparent supplier selection.
  • Proper evaluation processes.
  • Conflict-of-interest disclosure.

8.3 Human Resource Measures

YFD promotes:

  • Ethical recruitment.
  • Staff awareness.
  • Professional accountability.
  • Training on fraud prevention.

9. Donor Fund Management

YFD recognizes its responsibility to donors and partners. All donor funds shall:

  • Be used only for approved purposes.
  • Be managed according to agreements.
  • Be properly recorded and reported.
  • Be subject to monitoring and accountability mechanisms.
  • YFD will cooperate with donor audits and financial reviews.

10. Reporting Fraud and Corruption Concerns

Everyone associated with YFD has a responsibility to report suspected fraud or corruption. Reports may concern:

  • Theft;

  • Abuse of authority;

11. Protection of Whistleblowers

YFD is committed to protecting individuals who report concerns in good faith. No person shall suffer retaliation, harassment, discrimination, or negative consequences for reporting suspected misconduct. Any retaliation against whistleblowers will be treated as a serious violation.

12. Investigation Process

When a concern is received, YFD will:

  • Record and acknowledge the report.
  • Conduct an initial assessment.
  • Determine whether investigation is required.
  • Conduct an impartial investigation.
  • Protect confidentiality.
  • Take appropriate corrective action.

13. Consequences of Fraud and Corruption

Individuals found involved in fraud or corruption may face:

  • Removal from organizational activities;

  • Legal action where appropriate.
  • Partners or suppliers involved in misconduct may have agreements terminated.

This policy will be reviewed periodically to ensure alignment with:
